Mr. Roger Couture, Regional Controller of the International Development Research Centre (IDRC) of Canada, briefs the SEARCA Deputy Director and Center Officer-in-Charge, Dr. Virginia R. Cardenas, of the general financial policies and administrative procedures of IDRC during his visit to SEARCA on 25 April 2013. Also present during the meeting were Dr. Bessie M.
